I am one of those two who holds two publically elected offices. I am on the non-partisan Board of Directors for the Samoa Peninsula Fire Department, and I am also an elected member of the partisan HCDCC.

Come on now. Can you honestly say non-partisan and Arcata City Councilman in the same sentence with a straight face? I know that extremists on both sides like to use that term to try and seem mainstream but this is laughable. Every one of them are far-left liberals. As for the HCDCC, that is no more publicly elected than the President of the Moose Lodge.
Now, sitting on the Samoa Fire District board would be considered non-partisan because, ostensibly, it wouldn't be a political situation.
To say that being "elected" to the local Democrat committe is a public elective office is misleading. A Democratic election isn't public, its like a club. Like the local people "elected to the Sierra Club or ACLU, it has no status beyond itself.
Face it Rich, your "election" to HCDCC is essentially meaningless, without authority and no one locally cares. If you think it has any status, you're showing how out of it you are.

To run for office of the central committee, you need to collect signatures from registered voters to justify intent, and you have to be put on the election ballot for the election. Then you have to convince voters of your district to vote for you in the election.
